Simple - have all persons entering the country on tourist, work and school visas/ passports finger printed and registered.
This way if in the future the person becomes a person of interest we have an idea when they came in, where they came and how long ago they came in - at the same time we could cross check that with video footage and airline manifest to see with who they may have come in with. This sounds like a lot of work but with todays technology it is very doable. In the end it will help us break down incoming cells and multiple operatives looking to do us harm.

This idea will work for those entering the country legally. What about the illegals? Also, wouldn't it make sense for people of interest to enter separately so that they don't draw attention? It is a good idea but I don't see how it is going to break down cells or incoming operatives unless we have information about them prior to them entering the country.
