Privacy Act Statement

NAPA is collecting this information on behalf of DHS. DHS is authorized to collect this information pursuant to 5 U.S.C. § 301, 44 U.S.C. § 3101, and Implementing Recommendations of 9/11 Commission Act of 2007, Public Law No. 110-53, § 2401 (2007).
Purpose
The QHSR initiative is being hosted by the National Administration of Public Administration (NAPA), a non-profit, independent, congressionally charted organization. This is not an official DHS web site. NAPA created a National Dialogue platform on behalf of DHS in order to fulfill the Implementing Recommendations of the 9/11 Commission Act of 2007 requirement that DHS consult with the homeland security community in the conduct of each QHSR review. The National Dialogue will take place over three week-long sessions between August 3, 2009 and October 4, 2009. Prior to the first scheduled National Dialogue, NAPA will collect the e-mail addresses of participants and will use the information to send participants news and announcements about the National Dialogue. NAPA will not provide the e-mail addresses of participants to DHS.
After the August 3, 2009 launch date, NAPA will require that participants register with the site. Participants will be required to provide name, zip code, and the type of organization that the individual is affiliated with (i.e., law enforcement). This information is collected in order to provide DHS with aggregate information related to what types of individuals and groups are participating in the National Dialogue.
Participants will also be required to select a username. The username will be made public along with the comments made in the National Dialogue. Please consider this when deciding a username.
NAPA will provide analytics (i.e., idea submitted and affiliation) to DHS which will assist DHS with refining questions and developing new questions to present to participants.
Participants are reminded that the National Dialogue is a public forum. Participants should therefore not post personally identifiable information such as social security numbers, telephone numbers, etc. on this web site.
Routine Users
When you submit your comment, you consent to your username and the comment being made public. Generally, NAPA will not disclose your personally identifiable information to any third-parties, including DHS. However, information may be provided to federal, state, or local law enforcement agencies if the information appears to be a violation of law. Submission of Information
Provision of this information is strictly voluntary, but if individuals fail to provide this information, they will not be able to participate in the National Dialogue.
